The "massage" cover operated across all documented properties. The geographic distribution created jurisdictional fragmentation. No single law enforcement authority had oversight of all properties. The Palm Beach investigation covered only Florida activity. The SDNY indictment covered New York and Palm Beach. French authorities operated independently. The USVI government pursued a civil, not criminal, action against a bank rather than against individuals at the property.
