This dossier documents Jeffrey Epstein's investment in, operational involvement with, and beneficial ownership of Carbyne (formerly Reporty Homeland Security) — an Israeli 911 emergency dispatch technology company co-founded by former Israeli Prime Minister Ehud Barak, Unit 8200 veteran Amir Elichai, and former Unit 8200 director Pinhas Buchris. The investigation draws from 2,648 Thiel-related documents, 295 Valar Ventures documents, and the original 373 Carbyne/Reporty/Toka corpus (45 Carbyne, 297 Reporty, 11 Toka) across the DOJ release, jmail archive, and rhowardstone corpus, supplemented by SEC filings, Valar capital call records, and open-source intelligence. The graph database (3.77M nodes, 4.53M relationships, 30 data sources) was queried with 113 queries across 12 phases (v3.0) mining ALL 29 non-EFTA source types: flight logs (4,482 flights), financial transactions (9,266 FTs), ICIJ offshore leaks (913,818 entities), sanctions lists (1,115,260 entities), GDELT events (76,300 events), White House visitor logs (202,828 records), CBP border crossings, court documents (39,588 reconstructed pages), and graph network traversals.
The central finding: Epstein was not a passive investor. He was the "controlling person" of Carbyne's investment vehicle Southern Trust Company (EFTA02634615, March 2019), received annual financial statements and three-year forecasts (EFTA01035810), personally brokered the Founders Fund/Peter Thiel connection that led to the $15M Series B (EFTA01052344, EFTA02656963), and was cc'd on international sales pitches to Qatar (EFTA02628648). Barak reported to Epstein on Reporty's law enforcement client meetings — including NYPD, Chicago Police, Rudy Giuliani, and Ray Kelly (EFTA02457593) — and later proposed replicating the Reporty investment structure for Levitection, a defense startup staffed by Rafael veterans (EFTA02465592).
v2.0 finding: The Epstein-Thiel financial entanglement was far deeper than documented in v1.0. Epstein was a limited partner in Valar Ventures (Thiel's international VC fund), with Southern Trust Company making at least 19 capital calls across Valar Fund II and Fund III totaling millions in committed capital — $15M committed to Fund II, $25M committed to Fund III (EFTA00825184, EFTA01047810). As of June 2018, Valar II was worth $21M on $14.55M invested; Valar III had $21M funded of $25M committed (EFTA01004291). The Carbyne/Founders Fund connection was not a one-off introduction but the natural product of a multi-year, multi-fund LP relationship in which Epstein actively monitored Thiel's portfolio. Epstein directly asked Thiel for "feedback from the valor guys re ehud baraks co - called reporty" (EFTA00833351, February 2016) — using his Valar LP relationship to route Barak's surveillance startup to Thiel's fund ecosystem. Thiel and Barak dined at Epstein's home on June 9, 2014 (EFTA02104075) — five months before the Reporty investment closed — and again on May 18, 2014, where Epstein told Thiel "barak has heavy security" (EFTA00662650). Separately, Steven Sinofsky (former Microsoft Windows president, 1,786 corpus documents) sent Epstein analysis of evidence.com — Taser's body camera evidence platform — in October 2013 (EFTA01951366), twelve years before Axon (Taser's successor) acquired Carbyne for $625M.
v3.0 finding: Cross-source mining of all 29 non-EFTA data sources reveals physical evidence that v1.0 and v2.0 lacked. Ehud Barak flew on Epstein's aircraft on January 26, 2014 (PBI to TPA on N212JE) alongside Jeffrey Epstein, "MRS BARACK," and two security personnel — ten months before the Reporty investment. Nicole Junkermann flew on N908JE (Epstein's Gulfstream) three times in 2002. The ICIJ offshore leaks database contains MONTILLA GROUP LIMITED in BVI — potentially related to Junkermann's Montilla International — and 11 Cogito entities across multiple jurisdictions, linking to Barak's Sum (E.B.) 2015 investment vehicle. Junkermann herself appears as two distinct ICIJ Officer nodes in the offshore database. White House visitor logs confirm Barak visited the White House twice during the Carbyne period — May 7, 2014 (eleven days before the Thiel-Barak dinner at Epstein's) and March 31, 2015 (West Wing Tour). Graph network analysis confirms that Jeffrey Epstein is the sole bridge node connecting Barak's Israeli intelligence network to Thiel, Hoffman, Zuckerberg, and Silicon Valley — the only person through whom CO_APPEARED_WITH paths connect the two clusters. The same Southern Trust Company holding Carbyne warrants was simultaneously invoicing Leon Black $29M+ in "financial strategy and planning services" (EFTA00787656, EFTA00587065, EFTA00585170) and appears in 5 Organization nodes across PACER, NYDFS, and rhowardstone databases. Deutsche Bank KYC records confirm Epstein as "Sole shareholder of Southern Trust" with Southern Financial LLC (100% subsidiary) and Haze Trust (grantor trust) as related entities.
The corpus also reveals a second Barak-Epstein surveillance venture: Toka, a government-only cyber firm that can hack cameras, alter live and recorded footage, and leave no digital traces. Barak sent Epstein the Toka Strategic Overview and wrote: "If you think of approaching Cousins consult with me in advance" (EFTA00813126) — a term whose most common meaning in intelligence tradecraft is a partner intelligence agency. Two separate emails on November 8, 2017 show Epstein asking Barak whether David Boies "got to the mossad guys through you" and whether Boies asked Barak to "help Obtain former mossad agents to do dirty investigations" (EFTA00964912, EFTA00964979).
Carbyne was acquired by Axon Enterprise for $625M in November 2025 (SEC filing). Axon provides body cameras, Tasers, and digital evidence management to 18,000+ US law enforcement agencies. The acquisition creates a unified pipeline: emergency call (Carbyne) to field response (Axon body cameras) to evidence management (Axon Cloud Suite) to prosecution — built on technology developed by Unit 8200 veterans, initially funded by a convicted sex trafficker's co-conspirator network, and managed by a former Israeli Prime Minister who maintained an operational partnership with Epstein from 2014 until Epstein's arrest in July 2019.
No criminal charges have been filed against Carbyne, Toka, Ehud Barak, Amir Elichai, Nicole Junkermann, or Pinhas Buchris in connection with Jeffrey Epstein. Appearance in documents does not establish wrongdoing.
