The March 2002 Clinton-Campbell London flights (Flights #75-76) carried the largest documented group: Clinton, Doug Band, 3-10 Secret Service agents, Epstein, Maxwell, Kellen, and Naomi Campbell on the return leg.
WHAT THIS SHOWS AND DOES NOT SHOW: Maxwell's repeated presence on EGGW flights establishes London as a shared operational hub for both Epstein and Maxwell, but her presence is not universal. The manifest-listed exceptions show that some London legs did not include both individuals. This does NOT establish what activities occurred during London visits.
