The honest assessment:
The circumstantial evidence for an intelligence connection is substantial — more than enough to warrant a formal investigation. But circumstantial evidence is not proof. Every individual fact has a non-intelligence explanation. It is the convergence of all of them that makes the intelligence hypothesis the most parsimonious explanation for the totality of Epstein's career.
A man with no credentials was elevated. A man with no visible income became immensely wealthy. A man committing serial crimes was serially protected. A man connected to a confirmed intelligence asset's daughter operated a surveillance blackmail network targeting the world's most powerful individuals. Each of these facts alone is remarkable. Together, they describe something that looks less like luck and more like design.
But "looks like" is not "is." This file presents the evidence. GEN-07 presents what would be needed to resolve the question definitively.
