A1/A2 DECISION RULE:
- Ask: "Does this document exist because prosecutors subpoenaed or created it?" --> A1.
- Ask: "Does this document exist because Epstein (or his associates) saved it?" --> A2.
- Boundary cases: Victim testimony filed in House Oversight proceedings = A1 (government production). An article about Wexner saved in Epstein's files = A2 (Epstein saved it, prosecutors did not create it).
DEFAMATION-SAFE PHRASING STANDARD: This report follows strict evidential language. "X appears in [document]" replaces "X is linked to." "X is listed in [address book]" replaces "X knew." "X is mentioned in the same document as Y" replaces "X was associated with Y." No individual is described as having "participated in crimes" unless there is a court finding of guilt. Appearance in documents does not establish wrongdoing, awareness of wrongdoing, or intent.
INTELLIGENCE HYPOTHESIS CAVEAT: Throughout this series, claims about intelligence connections are graded by their source document, not by their speculative implications. Alexander Acosta's reported statement that Epstein "belonged to intelligence" is Grade B (secondary reporting — Miami Herald) and was denied under oath in September 2025 sworn testimony (Grade A2). An October 2020 FBI memo documented a source claiming Epstein was a "co-opted Mossad agent" (Grade A1), while a July 2025 FBI/DOJ memo found "no evidence" of blackmail or intelligence connections (Grade A1). v3.0 of GOY-06 documents both the strengthened circumstantial case and the direct counter-evidence. Throughout this report, "CO_APPEARED_WITH" denotes documentary co-mention — two names appearing in the same document — NOT confirmed real-world co-presence. A 50-page deposition transcript mentioning both "Ehud Barak" and "Jeffrey Epstein" in different contexts on different pages creates a CO_APPEARED_WITH edge in the graph. This metric measures documentary proximity, not physical interaction.
Where real-world co-presence is confirmed (e.g., direct email correspondence, victim testimony describing specific encounters, flight logs listing passengers), this is stated explicitly and distinguished from mere documentary co-mention.
Several findings in this series are significant precisely because they are null results. Following the principle that absence of evidence can itself be evidence when evidence should exist, the following null results are documented and analyzed:

GOY-08 introduces a geographic mapping methodology unique to this series. Rather than following individual relationship threads (as in GOY-02 through GOY-07), GOY-08 systematically maps every geographic marker linking Epstein to Israel across all corpora. This produced the zero-flight / confirmed-presence paradox: Epstein was documented at the Tel Aviv Hilton in April 2008 but traveled by means that left no trace in his own aircraft records.
GOY-09 is a synthesis dossier that aggregates findings from GOY-01 through GOY-08 rather than introducing new primary documents. GOY-09 identifies the access broker pattern across all dossiers. Its evidence grades are primarily D (inference/synthesis) because its analytical value derives from cross-referencing previously established facts. The unanswered questions analysis that was formerly tracked in a separate register has been consolidated into this overview document (see below).
