Behind Ghislaine Maxwell stood a documented operational network of four women — all named on the FBI co-conspirator list, all granted Non-Prosecution Agreements (NPAs) in the 2007 plea deal, and none prosecuted besides Maxwell herself.

The Prosecution Gap: The FBI co-conspirator list names 10 individuals: Maxwell, Brunel, Wexner, Groff, Kellen, Marcinkova, Ross, Sultan bin Sulayem, and 2-3 still-redacted names. Of these ten, only Ghislaine Maxwell was prosecuted. Brunel died before trial. The remaining eight have never been charged. This selective enforcement pattern is the central unanswered question of the Epstein case.
WHAT THIS SHOWS AND DOES NOT SHOW: Four women — Groff, Kellen, Marcinkova, Ross — formed the documented operational layer between Epstein/Maxwell and victims. All four were named as co-conspirators by the FBI, all received NPAs, and none were prosecuted. Their graph metrics (Kellen: 1,413 neighbors; Groff: 1,000 neighbors; Marcinkova: 565 neighbors) establish the scale of their operational involvement. The NPA terms and their effect on subsequent prosecution attempts are matters of ongoing legal and congressional scrutiny.
