The intelligence hypothesis asserts that Epstein was recruited or used by Israeli intelligence (or another service) to compromise political figures through sexual blackmail, and that his network of connections — Maxwell, Barak, Wexner — constituted an intelligence operation rather than (or in addition to) a criminal enterprise.
