FBI co-conspirator chart (EFTA01682078): The internal FBI organization chart for case 31E-NY-3027571 lists Maxwell, Jean Luc Brunel, Sarah Kellen, Nadia Marcinkova, and others as "suspected co-conspirators." Wexner does not appear on this chart. The chart does list Richard Kahn and Darren Indyke as "Accountant/Agent" and "Attorney/Employee" — both managed the entity infrastructure documented in this dossier.
NEVER PROSECUTED:
Under oath, Wexner confirmed that FBI and DOJ never contacted him for an interview, deposition, or statement regarding Epstein. The patron who provided "virtually all" of Epstein's wealth — whose aircraft transported documented minors, whose crew operated the flights, whose foundation funded the recruitment site, whose trusts were administered by Epstein — was never interviewed by law enforcement.
37-name denial list: Wexner was presented with a list of 37 names and asked whether he discussed Epstein's crimes with any of them. He denied discussing the crimes with: Richard Kahn, Darren Indyke, Ghislaine Maxwell, Kathy Ruemmler, Leon Black, Bill Gates, any law enforcement official, any government official, or any of the other names on the list. The only exception was an oblique reference to Dubin.
Three investigations he claims ignorance of: Wexner testified that three independent investigations were conducted — two by law firms and one by Jules Kroll — but claimed these were commissioned by others in his orbit, not by him. The concept that the patron's circle commissioned three separate investigations without his knowledge or direction strains credulity but is consistent with the compartmentalized deniability pattern: everyone investigates, no one reports findings to the patron, and the patron maintains ignorance.
v2.4 — Kroll in the corpus: Deep mining for "Kroll" yielded no results for the investigation report itself — the findings remain sealed or unreleased. However, the mining revealed two tangential Kroll references: (1) Deutsche Bank ordered an $800 Kroll due diligence report for Epstein's account opening in February 2016 — indicating the financial system used Kroll for Epstein-related compliance; (2) a December 31, 2009 email asked Epstein "Do you know julius kroll?" — indicating Epstein was aware of Kroll by name, one year after the conviction. Neither document surfaces the Wexner-commissioned investigation findings, which constitutes a significant corpus gap for Link 6 assessment.
WHAT THIS SHOWS AND DOES NOT SHOW: Federal prosecution focused on Epstein and Maxwell personally. The institutional infrastructure — aircraft transfer, crew pipeline, Interlochen investment, dispatch control — was documented in testimony but never charged as conspiracy elements. FBI/DOJ never interviewed Wexner despite his being the documented source of Epstein's wealth, aircraft, crew, and institutional access. Crew members who witnessed and facilitated the transport of documented minors were subpoenaed as witnesses, not charged as co-conspirators. Three independent investigations were commissioned by Wexner's orbit without (per his testimony) his knowledge. This gap analysis does NOT argue that charges should have been filed — it documents what the prosecution chose not to pursue and what the patron chose not to investigate.
