EFTA02368739 (Visoski → Epstein, 3:49 PM): "I spoke to US PRECLEARANCE Customs in Montreal (514) 636-3875. You are correct, you can PreClear US Customs in Montreal returning to US, however, this service is only offered to Airline flights, not private aircraft. I also followed up with Teterboro customs since they handle all private flights from Montreal. Customs in Teterboro indicated that Canada preclearance program use to exist for Private flights, but is no longer offered. I'm waiting for Universal in Houston to confirm my findings as well."
V7.0 — Russian National Visa (EFTA00681586, Apr 22, 2017): Visoski emailed Epstein: "Please note that Russian national will need visa for Canada." This confirms Epstein was planning to bring a Russian national on a Canadian trip as late as April 2017 — between the July 2016 preclearance abort and the 2018 TED planning.
Analysis: Epstein wanted to pre-clear US customs in Montreal to avoid a full customs inspection at Teterboro on return. When told this was impossible for private aircraft, the Montreal trip appears to have been abandoned. This resolves Open Question Q8 — the 2016 trip was aborted because of customs logistics, not because of a CBSA flag. For a convicted sex offender potentially traveling with undisclosed companions, the inability to pre-clear customs at Montreal — meaning a full inspection at Teterboro — made the trip untenable.
