Chris Alexander (Immigration Minister, 2014): "a very serious lapse in immigration enforcement."
V7.0 UPDATE: The enforcement failure is now documented across 8 planned/attempted Canada trips over 17 years. The CBP TECS record (A1) proves Epstein entered Canada in March 2014 and returned through Seattle customs with only a 5-minute secondary inspection. CBSA admitted him despite his 2008 Florida conviction. The new preclearance abort evidence (July 2016) shows Epstein was aware that returning from Canada on a private aircraft meant full customs inspection β suggesting his earlier successful entries may have exploited gaps in private aviation screening at smaller airports.
