Resolution of Massie's allegation requires one of: (1) FOIA litigation to unseal SDNY FD-302s, (2) Congressional action to release sealed records, (3) a victim publicly identifying the individual, or (4) law enforcement charging the individual. None of these pathways are within the reach of documentary analysis.
