OS-03 identified October 4, 2013 as significant: the EDC approved a "DNA database" certificate the same day Nikolic had a 9:30am meeting on Epstein's schedule. Mining 24 jmail emails from that date reveals none involve Nikolic. The Oct 4 emails are exclusively from Lesley Groff and Karyna Shuliak.

v3.0 recovered the original EDC application for Southern Trust Company. Filed by Kellerhals Ferguson Fletcher Kroblin LLP (Erika Kellerhals's firm, 9100 Port of Sale Mall, St. Thomas, VI), this 2012 letter describes the proposed business activity as "data mining" in financial applications -- using banks' "huge electronic data repositories" to "find patterns, causalities and correlations." This was the legitimate cover for the DNA database business.

The EDC certificate itself, addressed to "Erika Kellerhals, Esq.," amends the business description to: "the operation of a Category IIA designated service business providing an extensive DNA database and to develop a data-mining platform for databases to be available through the Internet. The Beneficiary's services include the development of financial and biomedical informatics based upon databases and information to be kept on servers located in the U.S. Virgin Islands."

v3.0 mined 50 emails from Oct 1-7, 2013. Notable: On Oct 1, Groff scheduled "a 1 on 1 (Leon Black and J..." for Oct 22. Marc Rowen (Apollo Global Management, Leon Black's firm) also appears. This places Leon Black meetings in the same week as the EDC certificate approval.
Nikolic's October 2013 emails begin October 8 with "D.C. - Bill open after 4:15pm Tuesday." The gap between Oct 4 and Oct 8 is unexplained, but H1 2013 emails reveal extensive Nikolic-Epstein coordination throughout the year, including "Make bill your bitch" (Apr 7, 2013) and IPI donation discussions ("andrea should tell him that IPI woudl accept 5 million as a donation," Apr 23, 2013).
WHAT THIS SHOWS AND DOES NOT SHOW: Documents now reveal the full arc from EDC application (Dec 2012) to certificate issuance (Oct 2013), with Kellerhals as the legal conduit. The application used "data mining in finance" as cover for what became the "extensive DNA database." Mining found zero Nikolic emails on October 4, 2013, but the broader Oct 2013 window shows Leon Black meetings being scheduled the same week.
