An FBI email chain between agents investigating Deutsche Bank reveals:
An FBI agent reached out to the Epstein case squad: "We are looking at Deutsche Bank, for a number of reasons, with one being that they should not have let Epstein bank with them... we were wondering who you may have engaged at the bank, and are particularly interested in knowing if you spoke with the relationship manager, Paul Morris."
No public charges resulted. Morris has not been charged with any crime. The proffer discussion suggests the FBI sought his cooperation, which may have been provided. The absence of charges is consistent with either (a) cooperation in exchange for immunity, (b) insufficient evidence for prosecution, or (c) prosecutorial discretion.
WHAT THIS SHOWS AND DOES NOT SHOW: The FBI actively investigated Morris as a target in 2020, sought a proffer (cooperation deal), and noted his attorney's minimization defense. The FBI's own characterization — that DB "should not have let Epstein bank with them" and that Morris was more than a "low level relationship manager" — aligns with the documentary evidence in this dossier. The FBI also identified Indyke as a structuring target and sought Maxwell's cooperation on DB matters. No charges have been filed against Morris, which is an outcome, not an exoneration.
