WHAT THIS SHOWS AND DOES NOT SHOW: Harris was cc'd on the original "Approval Email" — the document that the NYDFS consent order identifies as the basis for the entire Epstein relationship. This places Harris in the Epstein approval chain from the very beginning (May 2013), consistent with the consent order's statement that EXECUTIVE-2 received the onboarding memorandum. Harris was not merely a downstream recipient — he was notified of the rep risk decision in real time. This does not establish that Harris approved or endorsed the decision — being cc'd on an email is a notification, not an approval.
