On February 9, 2026, Representatives Thomas Massie (R-KY) and Ro Khanna (D-CA) reviewed unredacted Epstein files at the Department of Justice and identified six men whose names had been concealed without clear legal justification. On February 10, Khanna read those names on the House floor. Among them was Sultan Ahmed bin Sulayem, chairman and CEO of DP World, a UAE-based global logistics firm. Deputy AG Todd Blanche confirmed bin Sulayem was the recipient of an email from Epstein dated April 24, 2009 — one year after Epstein's guilty plea — referencing a "torture video." The document is identified as EFTA00666117.
CORPUS DISCOVERY (v2.0): Full-text search of 68,996 DugganUSA documents located two production copies of this email under different EFTA IDs: EFTA02524962 and EFTA02441899 (both Dataset 11). The complete email text reads: "where are you? are you ok , I loved the torture video" — sent from jeevacation@gmail.com at 3:37 PM on April 24, 2009. The recipient is redacted in both copies. The reply — "I am in china I will be in the US 2nd week of may" — was sent from a BlackBerry device.
Critically, on the same day at 6:35 PM, Nadia Marcinkova sent Epstein a Flip video (EFTA02441812) with the message: "Here is today's video. It is not edited so you can see how the lesson works too. Also, they don't realize the camera picks up what they are saying when they are not screaming." This video was sent three hours after the "torture video" email and represents a separate item, but both involve video and surveillance on the same day.
This dossier examines that email, the broader bin Sulayem–Epstein correspondence (146 documents containing "Sulayem" in the corpus), and the five other individuals whose names were unredacted on the same day. The corpus also contains 50 documents mentioning "torture," including a disturbing diary entry (EFTA02731361) mentioning "Ghislaine said to push all the pain away" and a "doctor from Israel."
V2.3 SCOPE: Deep investigation via Neo4j graph queries (38 queries across 22 bin Sulayem variant nodes), jmail/DugganUSA corpus mining, and 12-topic web research. Major corrections: bin Sulayem relationship extends to January 2019 (not 2014 as V2.2 stated), bin Sulayem has a combined_score of 14.0 (not "no score"), and Epstein brokered introductions between bin Sulayem and both Ehud Barak (2015-2018) and Steve Bannon (May 2018). The "torture video" email was sent two days after ABC News broadcast the Sheikh Issa torture tape from the UAE. British International Investment and La Caisse de Depot (Quebec) suspended DP World investments within 48 hours of the revelations. Flip video corpus is 90%+ Jean-Luc Brunel, not Nadia Marcinkova.
V2.4 SCOPE: Investigation of DOJ document EFTA01245105 (Bates 3501.000-113), a photo exhibit from the Giuffre v. Maxwell case in Dataset 9. This document went viral on social media with claims of torture content. CRITICAL FINDING: Multiple fact-checkers (Primetimer, IBTimes) debunked the viral "magnifying glass torture" video — it was identified as being from an adult film, not the Epstein files. However, the underlying DOJ PDF does exist on justice.gov behind an age verification gate. The V2.4 investigation executed 12 Neo4j queries, 8 corpus mining searches, and 10 web research topics. EFTA01245105 is confirmed absent from our entire corpus (Neo4j, jmail, DugganUSA, all local files). A separate jmail discovery revealed Epstein referencing a "torture photo" in a June 2018 email — a previously undocumented usage. Dataset 9 is the only DOJ dataset with broken pagination; EFTA01245105 sits near the upper boundary of its EFTA range (~01245105 of ~01262781), making it among the least audited files.

The relationship extended five years beyond V2.2's documented endpoint of 2014, through diplomatic crises, political brokering, and financial transactions managed by Epstein's household staff.
The jmail corpus documents Epstein functioning as a broker connecting bin Sulayem to three distinct networks:
1. Ehud Barak (former Israeli PM): Epstein introduced bin Sulayem to Barak at the St. Petersburg International Economic Forum in June 2015. The introduction sequence is documented in three emails: Epstein's announcement, Barak's response ("Which Sultan?"), and bin Sulayem's direct outreach to Barak. By 2018, the relationship was active enough that Barak urgently called Epstein "Re Sultan" and bin Sulayem confirmed the introduction in writing. 2. [GRADE B — News reporting, temporal correlation]
On April 22, 2009 — two days before Epstein's "I loved the torture video" email — ABC News broadcast a graphic torture tape showing Sheikh Issa bin Zayed Al Nahyan, a member of the UAE ruling family, beating a grain merchant with a nailed plank and running him over with an SUV.
This timing has been noted by CNBC, the New Republic, and Zeteo as a plausible explanation for the email's reference. If the "torture video" refers to the Sheikh Issa tape, the email becomes a dark joke between two men with deep UAE connections — Epstein writing to bin Sulayem (a Dubai government official) about a widely-broadcast video showing a UAE royal's violence.

A previously uncatalogued document was identified in the DugganUSA torture corpus:

The narrative describes a mother using "work trips" and "Michigan" as cover stories to conceal activities related to "Mr. Glickman." This pattern — fabricated travel explanations to hide abuse-related activities — is consistent with documented Epstein network victim testimony.
"Mr. Glickman" is a new name not previously encountered in the MOLOCH dossier series. Further corpus search required to determine if this name appears elsewhere in jmail, DugganUSA, or Neo4j.

The jmail "Flip video" corpus (122 matches) is overwhelmingly dominated by Jean-Luc Brunel — approximately 90% of visible entries contain "Message from jean luc:" in the preview text. The entries span May 2010 through October 2010 and contain modeling/fashion content.
Key findings:
The DugganUSA-documented Nadia Marcinkova Flip video (EFTA02441812, April 24, 2009) does not appear in the jmail Flip search results because the jmail corpus contains different metadata than the DugganUSA full-text archive. The Nadia video is confirmed by DugganUSA text, not by jmail subject/sender metadata.
WHAT THIS SHOWS AND DOES NOT SHOW: The Flip video corpus shows Brunel was sending Epstein a stream of modeling-related videos via Flip. The April 24, 2009 Nadia video (EFTA02441812) with surveillance content ("they don't realize the camera picks up what they are saying when they are not screaming") is a qualitatively different type of video from Brunel's modeling content. The two types of Flip video activity — Brunel's modeling and Nadia's surveillance — should not be conflated.
Neo4j flight records for Nadia Marcinkova end in January 2006 — three years before the April 2009 Flip video. No MENTIONED_IN document connections exist for the March-May 2009 window. Her graph data consists of:
The Nadia Flip video (EFTA02441812) is documented only in the DugganUSA corpus text, not in graph-structured data.
Frogmore Cottage appears in the graph as a Person node (mislabeled — should be Location) from the epstein-network dataset. Its sole connection is MENTIONED_IN by EFTA00020457 (the victim electrical torture FBI intake). A shorter variant "Frogmore" also exists with zero connections.
The EFTA00020457 document neighborhood reveals a UK-focused allegation: Frogmore Cottage (Windsor estate), Hurst Farm, White Lodge, Thorpe Green, Livery Stables — all British locations. The mention of "Irish Traveller/Travellers" and Prince Andrew alongside Maxwell places this allegation in a specifically British geographic and social context.
Surrey Police response (Feb 2026): Found "no evidence of these allegations being previously reported" and asked the FBI for help with the redacted documents. The complainant, now approximately 35 years old, alleges events from the mid-1990s when aged 6-8.
5 FROGMORE-named offshore entities exist in ICIJ data: FROGMORE SERVICES LIMITED, FROGMORE TRADING LIMITED, FROGMORE INVESTMENTS LIMITED, Frogmore Management Ltd., Frogmore Capital Limited. No connection to the Epstein allegation has been established — these appear to be coincidental name matches with the royal estate.
bin Sulayem/DP World silence: As of February 12, 2026, neither bin Sulayem nor DP World has issued any public statement. Bloomberg and CNBC confirm "multiple requests for comment" went unanswered.
Investor fallout:
bin Sulayem remains Chairman and CEO of DP World as of February 12, 2026. No resignation, board action, or Dubai government intervention reported. DP World operates in 80+ countries with 125,000+ employees and 60+ ports. In Canada, DP World operates the largest terminal network with facilities at Prince Rupert, Vancouver, Nanaimo, Fraser Surrey, and Saint John — Prince Rupert is North America's closest port to Asia.
Caputo response: Nicola Caputo publicly denied involvement, stating "the Nicola Caputo being sought is not him." He held regional office during the relevant period and claims no US contacts.
Nuara background: Described as a retired NYPD detective, approximately 76 years old, from Huntington Station, New York. Secondary sources report he was investigated by NYPD for connections to a Russian mob-linked escort service. Major outlets have not independently confirmed these details.
Mikeladze and Leonov: Remain completely unidentified by any journalist. The DOJ has confirmed each appears in only one document in the entire Epstein corpus. This is consistent with the confirmed void across all four data sources (Neo4j, jmail, DugganUSA, black book).
Congressional developments: The original redacted document contained a list of 20 individuals. After pressure, the DOJ unredacted 16 of 20 names. Two names remain redacted as of February 11, 2026. Separately, the DOJ identified three FBI-designated "co-conspirators": Wexner, Groff, and Brunel.
[GRADE B — Bloomberg reporting, February 10, 2026]
Bloomberg published a major feature confirming the bin Sulayem-Epstein correspondence included: arrangements with masseuses, sexual encounters, escort and prostitution services, lewd comments, pornography, and an escort website link sent by Epstein in 2017. bin Sulayem appears over 4,700 times in the Epstein files — among the highest frequency of any individual.
A separate October 2010 email from Tom Barrack to Epstein asked about seeing "Sultan" and added they needed to "talk about Nicole" — independently confirming the Barrack-Sultan-Junkermann nexus documented in the jmail corpus.
